Probably, but a “wet willy” is when you lick your finger and stick it in someone’s ear. So the dog is probably an ear licker. not an ear humper. I hope!!!
My impression is a French kiss or tounge in the ear but yes, willy does have that meaning in the US as well
I’m Maltese and we use British English, and this has me confused too!
